The Land Issue of Tibetans in India

摘要：Speaking of Tibetan culture has been a controversial issue ever since the Dalai Lama and his followers have successfully built up an exile community. For decades after the central government of the People’s Republic of China had taken full control over Tibet, it was a widespread belief strongly supported by Dharamsala propaganda that ‘true Tibetan culture’ could only survive and be supported within the Tibetan exile communities outside of China (Michael, 1985). Even though it has become clear that Tibetan culture did also survive within China’s Tibetan region and not only among Tibetan exile communities, the question of cultural security of Tibetans in India or Nepal has never really been raised. As we will see, the livelihood of Tibetans in India has been put into a grim situation that could amount to a serious challenge to their cultural security as well.
